The Mandelbrot formula projected onto the Z plane named after Gaston Julia.
This effect requires a graphics card that supports pixel shader 3.0
Does pixel shader 3.0 require Direct x 10...i.e Vista?

No, you do not need Vista or DirectX 10. It runs fine with DirectX 9 on XP.
But it does require a graphics card (hardware) that supports shader version 3.
