This effect turns a picture layer into a cardiogram.

Michiel, Could you tell me how to use it please?
I added a picture layer, then selected 'F9' and in the dialogue, selected the cardiogram.fx file. I see a cardiogram, but it does not show any of the underlying picture - just a cardiogram in white - no matter what picture I choose. Is it supposed to show part of the picture as the cardiogram, as if the pulse is masking the picture?

This is correct. The effect ignores the picture.
In fact you do not need the picture at all: press the CLEAR button in the F9 dialog to remove the picture.
