This effect blurs a part of your picture to simulate depth of field (DOF). This gives the illusion of a photo of a miniature scale model. It is also called 'miniature faking', the 'diorama effect' or the 'diorama illusion'.
The photo shows the Tower Bridge in London as seen from the 72th floor of the Shard. The left is the original, the right is the same photo with the TiltShift effect applied. As you can see it now looks like a miniature city :)
The zip contains 2 effects, the CameraTiltShift effect is an optimized version for use in the camera layer.
In the DOF effect, the amount of blur is a function of the distance to the camera.
Do you mean that you want this to be a function of the distance to the mirror?
