The picture border is very static:
Layer styles: No impact.
Layer properties: A few with no great impact.
Is it possible to create Masked borders (inside transparant):

And i know i can create borders with Bixelangelo (previous version)
We feel generating ornamental frames is beyond the scope of BluffTitler.
Your links demonstrate there's much stock material available. These picture can easily be used to create collages like this. In this screenshot you can see 2 picture layers: one for the photo and one for the frame.
