Here's how you can add a neon tube around your picture:
1) Choose FILE > NEW SHOW
2) choose LAYER > DELETE ACTIVE LAYER
3) choose LAYER > ADD LAYER > ADD TRACED PICTURE LAYER... and select your picture
4) choose LAYER > ATTACH LAYER > ATTACH BORDER TO ACTIVE LAYER and select the LIGHT DISCS preset
5) choose layer 5 from the dropdown above the PLAY button
6) Select the DECORATION DENSITY property with the dropdown above the 3 sliders
7) Increase this property with the 1st slider (or by entering a number in the box to the right) until the discs are melted into each other

That's it!


Here are some ideas for experimenting:

1) Use another texture for the tube:
-select layer 5 from the dropdown above the PLAY button
-choose MEDIA > CHANGE TEXTURE and select flare1.jpg (included in the download)

2) Use another colour for the tube:
-select layer 5 from the dropdown above the PLAY button
-Select the COLOUR property with the dropdown above the 3 sliders
-Play around with the 3 sliders

3) use another effect for the tube:
-select layer 5 from the dropdown above the PLAY button
-choose MEDIA > CHANGE EFFECT and select MarqueeLights_Additive.fx (included in the download)
-play around with the properties starting with FX

4) Play around with the layer properties:
-select a layer from the dropdown above the PLAY button
-select a property with the dropdown above the 3 sliders
-adjust the property with the 3 sliders below this dropdown

5) Play around with the layer styles:
-select a layer from the dropdown above the PLAY button
-change one of the 3 dropdowns below the text box

Looks good but I need 3D tubes since my picture will be rotating. I got it as close as I could get using Light Bulbs with the NotTextured.fx. Still can't get any decent glow for it.

As a rule of thumb you should always use additive blending when creating a glow. Effects that use additive blending include NotLightened_Additive.fx and Flare.fx.

Have you already tried using 2 tubes? A small one in a big one, both with additive blending. I expect this to create a super spectacular tube effect.
