Maybe you like the use of the Waving flag layer as a garland.
I've made a few use them if you like it or create some of your own.

Filip those are just like some I've done and they act the same way. For example the banners with the pennants. All the pennants seem to react to the wind as if they are mounted to some invisible material.

How would it be done so that each pennant wiggles in the wind as individual items? More as they do in the real world.

Its not impossible but its a work around:
- You have to make a Waving flag Layer from each pennant. Make the first Waving flag layer from the first pennant. Make the cord length of the first flag both much longer: set the length slider to 2500. Move the cord to let it fill the screen. Move the "Flag position" to the left
- Clone this layer en move the position to the right. Load the texture from he second pennant.
Make the cord length and radius of the first flag both 0. And fit the pennant to the cord.
- repeat this for every pennant.
