This effect makes your texture look as if it's seen through frosted glass.
It works great with the picture, video capture and video layers. Use the CHANGE EFFECT button on the tool window (the magic wand) to select the effect.
It requires a graphics card that supports pixel shader 2.0. Press F9 after selecting the effect for the details.
