Here's how to render a video or picture layer in the background: select the FULLSCREEN IN BACKGROUND style with the 2nd dropdown below the (disabled) textbox.

Jose, you may need a converter/codec pack. The k-lite works well.

Hi Decentralized,
Thank your for responding. Forgive my ignorance but if downloading K-lite is there is anything else I have to do ? I quote, "BluffTitler can use any video and audio format if there's a compatible DirectShow decoder filter (also called a codec or a source filter) installed. "
In the meantime I will download k-lite and see what happens once installed.
Thanks

Jose, I didn't have to do anything extra, just download, install, and it worked.
