Sorry cannot find how to show text with an outline in the program. Have I missed something. Would like to reproduce the following. Its Arial bold with a 3mm outline.
Choose LAYER > ATTACH LAYER > Attach border to active layer... (or click on the corresponding power button)
This presents a dialog with a few presets. I think the STROKE BLACK preset is what you are looking for.

Thanks Michiel, I had seen that route but as an effect I cannot use the newly introduced highlighter effect at the same time. Nothing is ever easy sadly. Cheers John

Why not?
If you want to highlight the border, apply the Highlighter effect to the layer that is rendering the border as well.
