I managed to reproduce this three-dimensional fog effect without using particle.
This fog is a transparent png image and to make it three-dimensional and you can also move it creating a very realistic effect I used the Matryoshka effect to duplicate the image on the depth axis. You like it?
Better effects are obtained by using the fog effect also on the camera.
