I've been going nuts trying to create a 'static' 3D starfield, where the stars of different point sized points of light are stationary in the 3D space.

I want to move the camera around inside of the starfield area, without
the stars themselves moving.

Is this possible?

Your question can be interpreted in different ways and Introchamp just gave you one.

My interpretation is that stars are far away objects:

add layer / picture layer / starfield like the link (nasa is Public Domain)
In the 3 layer style dropdowns change Plane to Sphere
Then change 3d in 3d space to Skybox.

Too make it more dynamic:

Attach particle's to active layer.
Select Sparkles 1
In the Propertes list set particle size to 0.3 or too your needs.
Set Lifetime to 5 or to your needs.

You can play with the color option the emisson to your needs.
When you are content, you can clone active layer and set Lifetime to lower value.

That is my interpretation.

Without the nasa picture, select the standard White.png and set color to 0.0.0
Clone active layer of stars and set Liftime to 500 or to your needs
