I created this super stylized car for BIX,
in this video everything is still and only the camera moves, (and the snow)
it's a "snapshot" of a sad moment in BIX.

Blurring objects going towards the horizon can best be done with the FOG props of the camera layer: outerspace-software.com...

Instead of starting from scratch, it's much easier and much more fun building your world out of existing models. This way you can focus on higher level things like animation, camera and composition. Nice Michiel,

but I liked doing something of my own without using a ready-made model.
I know that mine is a "cart" but it was also to have fun building it
and learn to use Blender better, there are many difficulties in modeling,
for example the hole for the wheels cut into the bodywork is not easy to make.

But what was the effect of "Scroll" that made the screen scroll like in old video games?

Yes Decentralized I remember that there is an effect to scroll the texture horizontally or vertically. There was a nice 80's animation with the 3D scrolling of the floor.
But I don't remember how to do it.
However, with the roller coaster I know how to do it.

Here's Michiel's instructions from that link.
I'm not sure if it will work on your project, but maybe.

1) choose LAYER > ADD LAYER > ADD PICTURE LAYER... and select your 1 line asphalt picture
2) switch from FLAT to SINGLE SIDED with the 3rd dropdown below the (disabled) textbox
3) set the TEXTURE REPEAT prop to (0, 10)
4) set the SIZE prop to (1, 10, 1)
5) set the ROTATION prop to (0, 40, 0)
6) choose MEDIA > CHANGE EFFECT... and select the Flare effect
7) set the FX SPEED prop to (0, 1)
