Could this effect be modernized?
It would be great if the clock hands could be an eps file or a obj file.
Furthermore would it be great to set the start time a few seconds before 24:00 hour. You could create a nice new years clock.
Maybe there is a better way?

That effect was created for realtime apps, like digital signage.
When creating a video file, I think it's easier to keyframe the hands. This gives you full control!
