why do we have a water fx effect? if i want a water layer i add the layer. if i apply the water fx effect to an image or text nothing happens. so why do we have a water fx effect
Most effects are widely applicable: they can be used in all layers.
The Special/Water effect is an exception, this one only makes sense in the water layer.
