Should not the axes always be related to the object?

You've already given yourself the answer: use the container layer!
Defining rotations as heading, pitch and roll is very easy and intuitive, but also has its limitations as you have pointed out. The technical term is "Euler angles". Here's the Wikipedia page:

Another solution to your puzzle is this:
-Set the CHARACTER ROTATION property to (0,90,0)
-Rotate the 3rd slider of the TEXT ROTATION property.
But I think I prefer the container solution.
