is there a way to add a few spotlight beams etc

I believe you are looking for: \Effects\Picture\SpotlightCone.cfx

It is often used with: Media\Textures\VerticalLines3.png

So add picture layer select VerticalLines3.png and for effect (F9) select SpotlightCone.cfx

Now play with the property settings,
