can i use an excel file (.XLS) as a source for a dynamic content TEXT ? if yes how to configure it? example for live news updates i will enter the details in excel file and it will show in the lower third as scrolling/ crawl.. whatever

For Dynamic Content BluffTitler uses XML.
Here is a example how you can convert Excel .XLS to an .XML datasheet:

In the same User Guide link there are also instructions for a RSS feed and in the installer shows there some examples like CNN in \Media\Shows\DynamicContent\RSS2.bt
You can use BluffTitler as a Player for Dynamic Content:
