You need a drawing program for this.
Copy a clipart. Turn the arm at clip 1 to up and at clip 2 to down. Then make an animation with BTs "filmstrip".
Its very easy.

I can not change the text.

The texts are part of the background picture. You can edit the picture in a paint program.
