Add a new picture layer (click on the ADD PICTURE LAYER... button) and set the 2nd style to FULLSCREEN IN BACKGROUND (2nd dropdown below the disabled textbox)

When the white fog does not look good with your background picture, turn the fog off by setting the FOG RANGE prop of the camera layer to (0, 0). Animating the transparency will look better: set the TRANSPARENCY prop of the container layer in the 1st frame to 1.
You also might want to turn off lighting for the background picture: select the NotLightened effect in the MEDIA > CHANGE EFFECT... dialog.
