Strictly speaking you can't because there's information missing in the photo. But when you limit the camera rotation and waves height, it can be good enough.

Use the WAVES HEIGHT prop of the water layer to set the waves height.

And use the FRESNEL COLOUR prop to change the greenish of the water.
