Nice challenge, I'll try but I'm almost sure Michiel will beat me.
For this show I worked with a cloned layer. Th second layer is invisible and thinner. I attached a particle layer (rust) en used the launch normal settings.
This is the best I can do. You find the zipped file here:

In your screenshot the texture is not only visible on the beveled edges, but also on random parts close to the edges on the front and the side. This randomness makes it difficult to automate it in an effect.
I think I would create a texture for the whole text and render it with a traced picture layer.
