And so far no one found a solution. Maybe there is no Motion-blur.cfx.
So this is the best solution I could create.

Michiel thnx....but its one text layer in the show that needs the motion blur. Do I have to make one part ok the titel in Blufftitler and the ontwerp part in my video editor? Seems to be complex.

Motion blur has no effect on layers that do not move so there's no need to turn it off for a static background picture.
