I think maybe it is ,but it is not easy,and im not sure how
I would draw the text in Bixelangelo, render it with the sketch layer, animate it with the WRITER prop and make fire by attaching a particle layer to it.
To improve the effect, I would give the border some depth and rotate the text a bit in 3D.
