Is there a technology in the blufftitler that can animate 2D Human Cartoon character similar to animate a 3D model.

There is no automatic animate for you.
It's requires a lot of work. Containers, bender effect, etc.

Now that BluffTitler can export as model, it's possible to save your complex container hierarchy powered animated 2D picture show as an animated 3D model. This way you can easily re-use it in other projects with only a single model layer!

Here's a 3D avatar that resembles your 2D cartoon style. It plays perfectly in BluffTitler and features a lot of animations (use the ANIMATION prop of the model layer). Not the answer to your question, but might give you ideas.

To animate 3 D models you can use Mixamo.

Add dance, combat sports eg moves to a 3d model.
