How do I move a layer up or down in the layer order? I want a text layer on top of another layer (The Island in the water) It's disappearing behind the island and the water
BluffTitler is a 3D app: the order is determined by the distance to the camera.
So what you have to do is to move the text closer to the camera: use the TEXT POSITION prop. The 3rd slider is probably what you are looking for.
You might also have to make the text a bit smaller (because things closer to the camera are rendered bigger): use the TEXT SIZE prop.

The layers are moving just by pulling them up or down or up in the layers window. I haven't used the keys...?

You cant move de layer in this way.
I send other way to move layers up or down. (Snapshot)
In the main menu, select Layer.
You can select two options.
Bring active layer backward
Bring active layer forward

You have to differentiate between 2 things:
-the order in the layers dropdown
-the order when rendering
The layers in the layers dropdown are sorted by their type. For example camera layer first.
For this reason, the LAYER > BRING ACTIVE LAYER BACKWARD/FORWARD menu items can only reorder layers of the same type.
BluffTitler is a 3D app: everything is sorted according to their distance to the camera. For example the moon is rendered behind your house because the moon is further away than your house. For this reason, the LAYER > BRING ACTIVE LAYER BACKWARD/FORWARD menu items do not affect the rendering order.
Only when your layer is not part of the 3D scene, for example when using the 2D IN FOREGROUND style of the picture layer, or when 2 layers are placed at the exact same position, those menu items affect the rendering.
So what you have to do is moving the layer closer to the camera. Most of the time this is done with the 3rd slider of the POSITION property.
