Best fellow users
Long ago you could move the timeline with the arrow keys Frame at Frame. Nowadays that is no longer because it is no longer a standard Windows slider, but a blue scoop. We now have to add that functionality yourself. Does anyone know which functionality I am missing now, and what should they do then?
I am not at home with keyboard shortcuts.

In the latest versions, the time slider is indeed no longer a standard Windows GUI element. Instead, it is now rendered as a nice blue line + circle!
This however also means that standard Windows keyboard shortcuts no longer work.
When you're looking for a way to move the time a single frame, use the MOVE LEFT and MOVE RIGHT buttons.

Hovering with your mouse above the timeline and scrolling your mouse wheel also works.

Michiel, can you clarify as I do not get the results you describe.
Of course this comes across as very very basic but could be language dependent like with the "move layer" short-cut key problem. What are the "MOVE LEFT" and "MOVE RIGHT" buttons on your keyboard?
Also, I do not get the timeline cursor to move by scrolling the mouse wheel above the timeline.

The MOVE LEFT and MOVE RIGHT buttons can be found on the tool window. Take a look at the screenshot of my 1st comment.
And about the mouse wheel, maybe you are hovering above the keyframes. This does not work. You have to hover over the timeline: the blue circle + line.
