I know, it's quite silly question, but how can I define the background of the text? By default it' s transparent. Should I use a plus layer or effect? I did not find among properties.

The background is only transparent when you mark the INCLUDE ALPHA CHANNEL checkbox in the FILE > EXPORT AS VIDEO... dialog.
When this checkbox is unmarked, the background colour, as a set with the FILE > SET BACKGROUND COLOUR... dialog, is exported.
Of course you can add all kinds of things in the background, including picture and plasma layers.

Thanks, but:
I see, I should be more specific ... generally I have an MP4 clip, on which I want to write text with solid background.
Setting the background color it's not related to the text, but the whole project.
What if I want 1. Text with blue background and 2. Text with red one?
By the way Exporting video (MP4, 30 frames) the Include Alpha channel checkbox is disabled.

The colour of the text is red, the Background of the text is blue. (see JPG)
(like highlight text in the Word)

A picture layer can be used to render a plane behind a text. This gives you full control over its colour, size, shape, transparency, texture,....
Any other layer type can be used to decorate your text. This example from BixPack 41, which is still a free download, uses a vector layer.
