This is a cool effect.... but why do you have to add this effect tio the attached border. Why doesn't inherit this effect from the "mother" layer?

Effects are not inherit. In this situation it makes sense, but in others it doesn't. Possibilities would seriously be limited if all child layers would always use the same effect as their parent.
