Hi Michiel, suppose I want a small app to do exactly what uvmapper.cfx does but now also with ability to
1) Emboss.
2) Perform emboss on an obj file (or any other popular 3d format) and export embossed 3d file.
3)Emboss with different degrees/heights in different planes of the 3d file.
Is this possible from outerspace-software?

1) I have good news for you: the next version will feature a normalmapper effect that does the same as the uvmapper effect, but also adds normalmapping. I think this will create the emboss effect you're looking for.
2) All effects can be applied to all layer types. This means that the effect can also be applied to the model layer: outerspace-software.com...
Use a converter to turn your .OBJ files into .X files: outerspace-software.com...
3) The normalmappper effect is going to feature an FX NORMAL STRENGTH property.

When I save the normalmapped .x model, shall it save with the emboss/relief data for use externally?

If your model has UV (texture) coordinates there's no need to use the uvmapper or the upcoming normalmapper effect.
Instead use the standard effects:

Ok, can I 3D print the embossed model .x of course after converting to .stl?
