Here's how you can create the dust sandstorm effect.

The trick is to attach the particle layer to a picture layer and set the CHAMELEON property to 1. This way the particles take over the colour of the picture.

Use the GRAVITY property to control the direction of the particles.

Add more dust by increasing the EMISSION property of the particle layer.

Add more chaos by adding more particle layers with different property values, textures, effects,...

There are 2 ways to make the particles only emit from the left side of the picture:

The Chameleon_LaunchPlaneProps.bt show uses the LAUNCH PLANE properties of the particle layer to make the particles only emit from this plane.

The Chameleon_LaunchPicture.bt show uses a separate picture layer with a cut-out version of the picture. This layer is used as the launch platform for the particles and is made invisible with the Invisible effect. I think this is the easiest and most flexible way.

How can you make dissapear the rest of the picture left by the particles?

For Snafu:

Use the effect "Effects\Special\Clip.cfx" on the PictureLayer Talent.png
Clip plane position begin -191 end 159
Clip plane rotation -90
All the Particle (Not Textured) layers and the Particle_cloud: Launch plane position from -58 to 250

Thanks Michiel! Added some turbulence, changed some particles and their orientaton as well the gravity direction and made one layer subtractive. Some DOF blur as well a clipping plane like Filip said and you are pretty close to the AE effect.
